Remember when you set your Live Photo Wallpaper, you must make sure the Live Photo option is ON. Because otherwise it will stay still when you tap on the background.
Remember that I used iPhone XR running on an iOS 13.4. Some things might be different for you, but the logic stays the same. Also the app might crash, but after a few trials, it usually works. Of course don’t try to convert long videos into a Live Photo, the app isn’t made for that kind of live photo 😆
